New Zealand RMA Reform Minister Chris Bishop and Parliamentary Under-Secretary Simon Court have launched an illustrative National Policy Direction (NPD) for the country’s new planning system. The document is currently open for feedback to test its structure and content before a formal statutory consultation process begins.

The NPD is designed to translate the goals of the Planning and Natural Environment Bills into clear directives regarding national priorities and the resolution of system conflicts. It covers five primary themes: housing and development, infrastructure, primary production, resources (such as mining and waste), and public values including environmental health and indigenous biodiversity.

These directives are intended to influence decisions on where businesses and homes are built, how renewable energy and water infrastructure are enabled, and how farming and quarrying are managed. The government intends to support these directives with national standards, with initial standards expected in 2027.
