New Zealand pauses local government reforms and targets rates caps
The New Zealand Government has paused decisions on 18 local government reform proposals submitted through the Head Start pathway. Local Government Minister Simon Watts and RMA Reform Minister Chris Bishop stated that additional work is required regarding governance, representation, and the transfer of regional functions. Cabinet is now expected to review these proposals in early 2027, with the goal of implementing approved reforms before the 2028 local elections.
Separately, Minister Simon Watts has criticized the Ashburton District Council’s proposed 10% rates cap, describing it as “well above” the government’s expected direction. The council is considering a sliding scale that starts at 10% for 2027/28 and decreases to 4% by 2029/30. While the government intends to implement a formal rates cap within the 2–4% range starting in July 2029, Watts urged councils to prioritize core services and efficiency to align with these targets sooner.
