New Zealand to establish independent urban land market officer

The New Zealand Government has announced the establishment of an independent Urban Land Market Officer to oversee competitive urban land markets under a new planning system. This role, which will be housed within the Ministry for Cities, Environment, Regions and Transport, is intended to monitor land market performance, report on competitiveness, and advise both central government and local councils on necessary actions.

Housing and RMA Reform Minister Chris Bishop and RMA Reform Under-Secretary Simon Court stated that the move aims to address the housing crisis by preventing the Resource Management Act (RMA) from limiting the supply of urban land. The new Planning Bill will create a statutory obligation for councils to ensure land supply remains responsive to demand, preventing planning rules from creating artificial scarcity that drives up land prices.

The reforms are designed to increase housing affordability, support economic growth, and accelerate productivity by making land available for residential and business development. The government intends for the new system to speed up consenting processes and provide clearer, more consistent rules across the country.
