New Zealand tourism levy funding sparks debate over infrastructure costs

The New Zealand government has announced $835,000 in funding for Kaikōura, sourced from the International Visitor Levy, to enhance visitor facilities and cruise arrival experiences. Tourism and Hospitality Minister Louise Upston stated the investment aims to support tourism growth and offset pressures on the local community by improving public spaces and infrastructure.

However, Ruapehu Mayor Weston Kirton has expressed concerns that the proposed levy-sharing scheme is a “blunt instrument” that will not adequately cover the infrastructure costs required by the district’s 1.5 million annual visitors. Kirton noted that the small ratepayer base in Ruapehu faces significant financial strain regarding wastewater, drinking water, and road maintenance, citing a recent water supply emergency in Ohakune as evidence of the need for greater funding.
