New Zealand youth services face reform and funding challenges

A Māori‑led social service system, Tamariki Tū Tamariki Ora, was launched in Hamilton. Operated by Kirikiriroa Family Services Trust, the integrated network brings together 14 services with 87 staff supporting more than 4,000 children and families across Waikato, including housing, child protection, justice and disability programmes. The model aims to place children at the centre of service design, moving away from siloed government contracts.

At the same time, the Genesis Youth Trust in South Auckland shut its doors after 25 years of providing intensive mentoring, counselling and employment pathways for rangatahi. The closure, attributed to a failure to secure long‑term funding, has reignited debate over New Zealand’s social‑investment funding model and the sustainability of preventative youth programmes. About 60 young people were receiving support at the time of closure, and staff are working to transition them to other providers.
