Newcleo SMR project faces public debate in France over subsidy claims
The French Commission nationale du débat public (CNDP) will launch a public debate on the Newcleo small modular reactor (SMR) project on 2 April 2026. Newcleo, a Franco‑Italian startup led by Stefano Buono, proposes two installations near existing EDF nuclear sites – a reactor close to the Chinon plant and a fuel‑fabrication facility near Nogent‑sur‑Seine.
Critics argue the venture relies on public subsidies and point to technical uncertainties, such as lead‑cooling technology and a proposed plutonium‑based fuel cycle. They warn that any accident could primarily affect France and that, if the company fails – it is expected to approach bankruptcy by the end of 2025 – French taxpayers may bear cleanup costs. EDF has stated it is not involved in Newcleo’s plans.
