Ngô Anh Tuấn detained for apartment fraud in Ho Chi Minh City

Ho Chi Minh City police have ordered the temporary detention of Ngô Anh Tuấn, the former manager of a 1,050-unit apartment complex in Binh Thanh District, for alleged fraudulent appropriation of property.

Investigations revealed that in November 2019, Tuấn falsely represented his authority to sell resettlement apartments. Despite having no legal right to transfer or dispose of these units—which are managed by the Binh Thanh District Public Utility Service One Member Co., Ltd.—he personally signed deposit and sale contracts with buyers.

Tuấn reportedly collected over 2.1 billion VND from the victims. To facilitate the deception, he used fabricated documents to convince the buyers that the transactions were legal and that they would eventually receive ownership certificates. After receiving the funds, he handed over the units and directed the victims to use specific authorization papers involving other individuals, but he failed to deliver the promised legal titles despite multiple promises made between 2022 and 2024.
