Ngaba Communal Council opens session amid Kinshasa executive crisis

The Ngaba Communal Council in Kinshasa has commenced its August 2026 ordinary session following delays caused by tensions between local elected officials and the communal executive. The session aims to address issues regarding revenue management, sanitation, and insecurity.

The session follows a period of conflict triggered by the arrest of communal counselor Willy Leyiba on August 14. Leyiba was reportedly detained by agents while conducting a control mission regarding revenue from land parceling operations. Following the incident, the Vice-Prime Minister in charge of the Interior, Jacquemain Shabani, ordered disciplinary action and the preventive suspension of Mayor Aimé-Francis Lolinga Nkwako due to ‘serious failings in the exercise of his duties.’

Council President Blondel Mazebo Kindombe has called on the Governor of Kinshasa, Daniel Bumba, to organize an interim leadership to ensure administrative continuity. A primary focus of the current legislative work will be the traceability of communal revenues, specifically concerning controversial fees collected from residents during parcel identification operations.
