Ángel Víctor Torres defends new command structure in Ceuta

Spanish Minister of Territorial Policy, Ángel Víctor Torres, has defended the establishment of a ‘single command’ structure in Ceuta, which comes 25 days after a massive influx of migrants into the autonomous city. Torres stated that the creation of this body represents a ‘second phase’ of government actions to manage the migration crisis.

During a Monitoring Committee meeting in Ceuta, Torres explained that the new structure is intended to distribute ‘co-responsibilities’ among the various involved administrations. Addressing the delay in forming the body, he compared the process to the management of the recent flooding in Valencia, noting that extensive preliminary actions are required before such commissions are officially constituted.

Torres also reviewed previous efforts, noting that following the arrival of over 70,000 people on July 30 and 31, between 90% and 95% of those individuals returned to Morocco within the first 48 hours, a result he described as a success.
