NHRC directs states to protect street vendors during festive season

The National Human Rights Commission (NHRC) has issued strict directives to all states and union territories to protect the livelihoods of street vendors, hawkers, potters, and small traders during the upcoming festive season, including Navratri, Diwali, and Chhath Puja.

The commission stated that vendors should not be removed without cause, nor should their goods be confiscated or subject to arbitrary fines and harassment. In instances where relocation is mandatory due to fire safety or public interest, authorities must first provide suitable alternative vending spaces to ensure the vendors can continue their work.

Additionally, local administrations are encouraged to promote ‘Vocal for Local’ by supporting traditional businesses and local artisans. Chief Secretaries have been instructed to disseminate these orders to district magistrates, municipal bodies, and police officers. An Action Taken Report regarding these directives must be submitted by October 18, 2026.
