NIA files chargesheet in Kishtwar terror attack case

The National Investigation Agency (NIA) has filed a 535-page chargesheet in a special court in Jammu regarding a terror attack that occurred on February 22, 2026, in the Kishtwar district of Jammu and Kashmir.

The chargesheet names Maneer Ahmed, a resident of the Inderwal area, and three deceased Pakistani militants: Saifullah (also known as Saifullah Kashmiri, Atiq Nazir, or Atiq Ur Rehman), Atiq Nazir, and Atiq Ur Rehman. The NIA alleges that Ahmed provided shelter and concealed militants who targeted both security personnel and civilians in the mountainous region.

The investigation identified Saifullah as a commander of the proscribed Jaish-e-Mohammad (JeM) terror outfit. The group, specifically an affiliate known as the Kashmir Tigers or Azrael Group, was reportedly involved in several attacks in the upper reaches of Kishtwar. All three militants were killed by security forces during retaliatory firing. The NIA has invoked the Unlawful Activities (Prevention) Act, 1967, and charges related to conspiracy and waging war against India, alleging the plot was orchestrated from across the border.
