Niger implements new regulations for physical cash transport

The Nigerien government has introduced a new regulatory framework to oversee the physical transport of large sums of money across the country. Announced on September 22, 2026, the measure aims to strengthen the fight against terrorism financing and illicit financial circuits while ensuring the smooth flow of legitimate funds necessary for the national economy.

Under the new rules, any transport of funds exceeding the maximum thresholds established by banking regulations must be preceded by a formal declaration to the competent authorities, in accordance with joint decree No. 00428. While regular security forces already conduct checks, this new system is designed to better distinguish between routine economic movements and suspicious transactions.

Failure to declare, document inconsistencies, or evidence of criminal activity will result in rigorous legal procedures and controls. Additionally, under instructions from President Abdourahamane Tiani, the government announced that previously seized or withheld funds may be returned to their owners, provided they can legally justify the origin, ownership, and destination of the money and no judicial proceedings are pending.
