Niger signs $1.9 billion agreement for Dosso refinery

Niger and a consortium consisting of the Nigerien-based ZIMAR Group and the American company High Tech have signed an agreement to construct a refinery and petrochemical complex in Dosso. The project, estimated to cost $1.9 billion, follows a memorandum of understanding signed in October 2024.

The agreement utilizes a Build, Operate, and Transfer (BOT) public-private partnership model. The total duration of the contract is set for 16 years, which includes three years for construction and 13 years of operation. The planned refinery will have a capacity of 100,000 barrels per day.

Under the terms of the convention, the partner has four months to mobilize financing and produce detailed engineering, with full financial closure required within 12 months. The project aims to enhance Niger's energy sovereignty and industrial transformation through the development of its national petroleum resources.
