Nigeria begins validation of national policy on intellectual and developmental disabilities
The National Commission for Persons with Disabilities (NCPWD) has launched a two-day stakeholders’ validation workshop in Abuja to review the Draft National Policy on Intellectual and Developmental Disabilities (IDD). The initiative aims to create a practical framework for the inclusion of persons with IDD in Nigerian society, moving beyond existing legal foundations like the 2018 Discrimination Against Persons with Disabilities (Prohibition) Act.
Executive Secretary Hon. Ayuba Burki Gufwan stated that the policy is intended to ensure persons with IDD are recognized as equal citizens with rights and abilities. The proposed framework seeks to address barriers in education, healthcare, employment, social protection, justice, and transportation. It also aims to provide a coordinated approach to support needs throughout the life course, including early intervention and independent living.
The workshop includes representatives from government agencies, civil society organizations, academia, and families. Participants emphasized that the policy must translate legal rights into practical implementation at state and local government levels to be effective.
