Nigeria develops National Peace Framework to address insecurity

Nigeria is developing a National Framework for Non-Kinetic Approaches to Addressing Insecurity, known as the National Peace Framework. Led by the Office of the National Security Adviser (ONSA), the initiative aims to address the multidimensional nature of the country's security challenges, which include terrorism, banditry, kidnapping, communal conflicts, and organized crime.

National Security Adviser Nuhu Ribadu inaugurated an Expert Review Team on August 5, 2026, to refine the framework. Ribadu stated that while kinetic military operations are necessary to confront immediate threats, “the use of force alone cannot deliver lasting peace.”

The framework seeks to complement the work of the armed forces, police, and intelligence services by addressing the root causes of violence. This includes tackling issues such as poverty, social exclusion, unresolved grievances, weak access to justice, and community mistrust to prevent conflict from emerging and recurring.
