Nigeria economic reforms generate N15.8tn in subsidy and FX savings

Nigeria's Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, has released a reform scorecard detailing the fiscal impact of the administration's economic policies between June 2023 and December 2025. The report states that the removal of the petrol subsidy and the unification of the foreign exchange market generated N15.8 trillion in resources for the Federation. Of this amount, N5.4 trillion was allocated to the Federal Government, while N10.4 trillion was shared among states and local governments.

However, the government's incremental expenditure during this period reached N30.64 trillion. The largest single expenditure item was N9.39 trillion spent on wage adjustments, minimum wage increases, and allowances for public servants. Other major costs included N9.37 trillion for external debt servicing, driven in part by naira depreciation, and N6.5 trillion for strategic infrastructure.

To manage these pressures, the government utilized N20.4 trillion in incremental resources, which comprised N11.9 trillion in additional borrowing, N5.4 trillion from the federal share of reform-related savings, and N3.1 trillion in independent revenue. Oyedele emphasized that the reforms were intended to address corruption and market distortions rather than serve as a primary revenue source, noting that the increased personnel costs exceeded the total savings accrued to the federal government.
