Nigeria seeks $78.5bn for 65 infrastructure and development projects

Nigeria has unveiled a $78.5 billion investment portfolio comprising 65 projects to attract private capital during the IMF and World Bank Annual Meetings in Bangkok. The initiative, presented by Finance Minister Taiwo Oyedele and Central Bank Governor Olayemi Cardoso, targets sectors including energy, transport, agriculture, and manufacturing. The government estimates these projects could create approximately 366,763 jobs and support economic growth targets for 2027 or 2028.

Key individual projects include the $1.7 billion Project Reliaxx for crude oil infrastructure, the $1.29 billion Lagos Greenline Railway, and a $2.69 billion fertilizer plant. The energy sector represents the largest portion of the pipeline, accounting for 25 projects.

Separately, the International Monetary Fund (IMF) has advised Nigeria to avoid reinstating blanket fuel subsidies due to the significant fiscal strain they impose. Instead, the IMF recommends using targeted financial assistance for vulnerable households and exploring alternatives like transportation subsidies. This guidance comes as Nigeria faces high debt service obligations, with interest payments projected to consume roughly 53.7% of federal revenue in 2026. Additionally, the government is proposing an Economic Development Incentive (EDI) tax-credit scheme as an alternative to traditional tax holidays to further encourage investment.
