Nigeria launches National Housing Finance Authority to expand mortgage access

The Federal Government of Nigeria announced the creation of a National Housing Finance Authority (NHFA) as part of a broader National Mortgage Industry Policy. The authority will reposition the Federal Mortgage Bank of Nigeria, expand participation in the National Housing Fund and permit informal‑sector workers such as traders and artisans to contribute as little as N5,000 per month.

The reforms also include a proposal for a National Housing Industry Regulatory Commission to tighten oversight of developers and mortgage operators. During the same stakeholders’ validation workshop, the government reported that the housing deficit has been quantified at 15 million units using World Bank and UN‑Habitat standards, with the North‑West and North‑East regions under the greatest pressure.

Minister of Housing and Urban Development Dr Muttaqha Darma highlighted that real estate services account for about 13.4 % of Nigeria’s GDP—roughly N41 trillion—making it the country’s third‑largest sector, and that real estate and construction together were valued at over N77 trillion in 2025. The government expects the new regulatory and financing measures to boost investor confidence, improve housing affordability and stimulate private‑sector participation.
