Nigeria moves to localize cloud infrastructure and digital data

Nigeria is implementing new measures to localize its cloud infrastructure and digital data to bolster economic sovereignty and resilience. The National Sovereign Cloud Initiative, formalized through regulatory instruments signed with Galaxy Backbone Limited on August 5, 2026, establishes the technical and quality requirements for hosting digital services within the country.

Currently, over 85% of Nigerian workloads run on public clouds, and more than 90% of the nation’s digital data and enterprise workloads are hosted on offshore servers. This reliance on foreign infrastructure results in an estimated $850 million in annual capital flight. Additionally, Nigeria hosts only 22% of its 1,000 most-accessed websites locally, which is below the Sub-Saharan African average of 34%.

In the financial sector, the Central Bank of Nigeria has issued a data localization directive requiring all payment transaction data generated in the country to reside locally. Financial institutions have until January 1, 2027, to comply with this mandate, reducing their dependence on foreign cloud providers. This shift comes as Nigeria’s digital transformation market is projected to grow from $13.96 billion to $31.58 billion by 2031.
