Nigeria Senate explains exclusion of Federal Capital Territory from proposed state police
Senate Committee Chairman Yemi Adaramodu told reporters that the Federal Capital Territory (FCT) is not included in the draft state‑police framework because it does not have the constitutional structures of a state – namely a governor and a State House of Assembly. The FCT is administered by a minister who operates under the Federal Executive Council, and legislative authority over the territory rests with the National Assembly, meaning federal police remain responsible for policing the capital.
The clarification was given as the federal government prepares to overhaul the policing system. President Bola Tinubu is expected to receive the draft Executive National Policing Bill on 3 September. Chief of Staff and chair of the Presidential Working Group on the bill, Femi Gbajabiamila, announced a public information portal that will allow Nigerians to submit memoranda and position papers on the proposed legislation.
