Nigeria transfers inland dry port functions to NPA

Nigeria’s Minister of Marine and Blue Economy, Adegboyega Oyetola, has ordered the transfer of inland dry port (IDP) functions from the Nigerian Shippers’ Council (NSC) to the Nigerian Ports Authority (NPA). This directive aims to establish a clear separation between port economic regulation, development, and operations.

The move follows President Bola Ahmed Tinubu’s assent to the NPERA Act in August, which formally establishes the Nigeria Ports Economic Regulatory Agency (NPERA). Under this new framework, the NSC—which has served as the interim regulator since 2014—will transition into NPERA. The new agency will focus on core regulatory duties, including the management of tariffs, charges, licensing, service standards, and commercial dispute resolution.

To ensure a seamless transition, Oyetola has directed the immediate formation of a ministerial committee to oversee the restructuring. The NPA will take over the promotion of inland dry ports to better integrate these facilities into the nation’s wider port infrastructure and operational network.
