Nigerian Communications Commission launches device compliance crackdown

The Nigerian Communications Commission (NCC) has launched a technology-driven framework to enforce Type Approval requirements for SIM-enabled devices. Using the Device Management System (DMS), the regulator will electronically verify whether communication equipment meets technical and regulatory standards before it can be used on Nigerian networks.

This initiative, based on the Nigerian Communications Act 2003, aims to improve network performance, identify non-compliant or illegally imported devices, and boost consumer confidence. The NCC is working with the Nigeria Customs Service, original equipment manufacturers (OEMs), and importers to implement the system. The first phase involves onboarding existing stock, while future imports must be registered and authenticated before entering the market.

Stakeholders, including OEMs and device importers, have expressed concerns regarding the October 6, 2026, deadline for onboarding existing stock. Critics cite insufficient time for large-scale registrations, potential additional costs, and a lack of clear procedures for handling devices with damaged or altered International Mobile Equipment Identity (IMEI) numbers.
