The Independent Corrupt Practices and Other Related Offences Commission (ICPC) concluded that Adeniyi Adeyemi Matthew was never appointed by the Federal Government and that the Presidential Foreign Intervention Promotion Council (PFIPC) was never created by any law, executive order or other valid government instrument. The commission found the appointment letter presented by Adeyemi to be forged and that the PFIPC unlawfully appropriated the identity, offices and operational instruments of the former Presidential Economic Advisory Council (PEAC). No federal funds were approved or disbursed to the fake council.

During its investigation the ICPC also uncovered two additional fictitious agencies – the FCT Investment Promotion Agency and the Foreign Investment Promotion Agency – that were created using forged legislative instruments to open bank accounts. President Bola Tinubu had directed the ICPC on 7 July 2026 to investigate the PFIPC within 30 days; the interim report was submitted exactly 30 days later. The commission recommended the prosecution of Adeyemi and administrative sanctions against public officials who facilitated the scheme, while calling for reforms to address verification and inter‑agency oversight weaknesses. Adeyemi, currently in police custody, has asked that any parliamentary interrogation be held publicly rather than behind closed doors.
