Peace Council denies $400 million financial agreement with Hamas
Nikolay Mladenov, Director-General of the Peace Council, has denied reports that a financial agreement exists to pay up to $400 million in debts to Hamas as part of a proposed roadmap for Gaza.
The dispute follows reports from Israeli broadcaster KAN suggesting that Clause 5 of a 15-point roadmap could allow funds to cover obligations accumulated under Hamas's administration. Mladenov clarified that the $400 million ceiling is intended to address legitimate civic debts, such as payments to local suppliers, contractors, and severance for public employees who will not be part of a new technocratic administration.
Mladenov emphasized that Hamas will have no role in the governance of Gaza and will not have access to Peace Council funds. He stated that all contracts are vetted and subject to full scrutiny by donor governments. The proposed plan, established under a framework involving the United States, includes the disarmament of Palestinian militias and the establishment of a civilian government supported by an International Stabilization Force.
