Vietnam’s leadership advances defence ties and strategic cadre planning

On 23 June, Vietnam’s President and Party General Secretary Tô Lâm convened a high‑level meeting of Party Central Committee officials to discuss strategic cadre planning. He stressed the need to move beyond “seat‑holding” mindsets, calling for an open, dynamic, and standards‑driven approach to selecting senior officials capable of shaping party policy, handling crises, and driving digital and scientific development.

In parallel, a delegation led by U.S. Secretary of the Navy Hùng Cao visited Vietnam, meeting Tô Lâm and Defence Minister Phan Văn Giang in Hanoi and later naval commander Trần Thanh Nghiêm in Haiphong. The talks highlighted expanding cooperation in humanitarian assistance, training, maritime security and defence industry exchanges, and reaffirmed the invitation for President Trump to visit Vietnam. Both events reflect a broader push by Hanoi to strengthen its defence posture and institutional capacity while deepening bilateral security ties with the United States.
