Ninh Binh restaurant owners withdraw complaint against Thang 'At

Nguyen Van Hao, owner of the Cuong De restaurant in Ninh Binh province, and security guard Duong Van Hung have voluntarily withdrawn their criminal complaint against Nguyen Van Thang, known as Thang ‘At’. The decision follows a reconciliation process involving family members and a direct apology from Thang to Hung.

Thang was previously arrested and detained by the Ninh Binh Provincial Police on charges of “disturbing public order.” While the victims expressed a desire to resolve the conflict and move forward, legal experts note that under Article 318 of the Penal Code, the crime of disturbing public order is not a category that requires a victim's request for prosecution. Consequently, the withdrawal of the complaint does not serve as a legal basis to suspend the case, and authorities remain responsible for investigating and processing the incident according to the law.
