NIPSS memoir alleges institutional bullying by senior naval officer

A new memoir titled ‘MNI Versus MNIPR in NIPSS: Tackling Institutional Bullying’ by Yushau A. Shuaib has sparked debate regarding alleged institutional bullying at the National Institute for Policy and Strategic Studies (NIPSS) in Kuru, Plateau State.

Shuaib, a publisher for PRNigeria, details his experiences during the Senior Executive Course (SEC) 47. He identifies Rear Admiral Abubakar A. Mustapha, a directing staff member, as a central figure in a prolonged disciplinary ordeal. The conflict reportedly stemmed from a PRNigeria report concerning the institute’s transition to a paperless learning platform.

Shuaib claims that during a meeting with Rear Admiral Mustapha and Professor Elias Wahab, he was treated aggressively and forced to remain standing despite available seating. The memoir chronicles these confrontations, subsequent disciplinary proceedings, Shuaib’s withdrawal from the programme, and his legal action against the institute.
