Nitrogen policy tensions rise between Dutch and German farmers

Discrepancies in nitrogen regulation and livestock expansion are causing tension between Dutch and German agricultural sectors. In the German region of Grafschaft Bentheim, applications have been submitted for dozens of new poultry stables, potentially adding 1.2 million birds to the existing population of approximately 10.3 million. This expansion has raised concerns among German politicians regarding increased heavy vehicle traffic, manure management, and avian influenza risks.

In the Netherlands, farmers face strict nitrogen reduction mandates and permit restrictions. Critics and agricultural organizations, such as LTO, have pointed to the perceived unfairness of seeing large-scale poultry expansions just across the border while Dutch farmers are pressured to downsize.

Further complicating the domestic situation, questions have been raised regarding the accuracy of government data used to drive policy. In Noord-Brabant, disputes have emerged over the revocation of poultry permits, with allegations that provincial officials may have provided misleading information to the Provincial Council. Additionally, the Pig Producers Organization (POV) has challenged CBS data, claiming that official pig population figures are inflated by 220,000 animals compared to actual numbers, making it difficult to reconcile shrinking livestock numbers with stable manure production levels.
