NUPRC warns of gas flare permit revocations in Nigeria
The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has issued a warning to investors under the Nigerian Gas Flare Commercialisation Programme (NGFCP) that their permits may be revoked if they fail to demonstrate significant progress in utilizing awarded gas flare sites. NUPRC Chief Executive Oritsemeyiwa Eyesan stated that the commission conducts performance evaluations one year after an award is granted, and insufficient progress will result in regulatory sanctions, including the cancellation of awards.
Currently, 27 of the 43 originally identified flare gas sites have been successfully awarded. The initiative aims to reduce routine gas flaring and convert Nigeria’s proven gas reserves, estimated at over 215 trillion cubic feet, into economic value for power generation, industrialization, and exports.
In separate regulatory and legal developments, the House of Representatives Public Accounts Committee has launched an investigation into N432.07 billion in unremitted regulatory liabilities involving the NNPCL and 146 oil firms. Additionally, a legal dispute continues between the Dangote Petroleum Refinery and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). A Federal High Court in Lagos has extended an interim order restraining NMDPRA from interfering with the refinery's operations following allegations from the regulator regarding propane quality and distribution concerns.
