Dangote Refinery expands $1.6bn IPO to East African investors

The Dangote Petroleum Refinery has expanded its $1.6 billion initial public offering (IPO) to include investors in East Africa. Regulators in both Kenya and Uganda have approved pathways for local participation, marking a significant cross-border expansion of the share sale.

In Kenya, investors can access the offering through Global Depository Receipts (GDRs) intended for listing on the Nairobi Securities Exchange. This regional portion of the IPO is expected to raise approximately $300.4 million. However, the Kenyan transaction is subject to strict conditions, including a minimum subscription threshold of KES 50 million and final regulatory approval from Nigeria’s Securities and Exchange Commission (SEC).

Uganda’s Capital Markets Authority has also approved the marketing and distribution of refinery securities to local professional investors and high-net-worth individuals. The IPO proceeds are earmarked to fund the expansion of the Lagos-based refinery, aiming to double its processing capacity from 700,000 barrels per day to 1.4 million barrels per day.
