Norma Yarrow proposes extended terms and reelection for Peruvian officials

Norma Yarrow, a deputy from the Renovación Popular party, has introduced a legislative project to amend the Constitution regarding the terms of regional governors, vice-governors, and mayors in Peru.

The proposal seeks to extend the current four-year term to five years to facilitate better long-term planning and project execution. Additionally, the initiative would allow these officials to run for immediate reelection for a single additional term. To prevent political dynasties, the bill includes restrictions prohibiting spouses, partners, or relatives up to the fourth degree of consanguinity or second degree of affinity from running for the same position immediately following a term held by a relative.

The project also aims to synchronize the national electoral calendar. Under this plan, regional and municipal authorities elected in October would begin their duties on January 1, 2027, and conclude on July 26, 2031. Yarrow argued that the current lack of immediate reelection rules creates legal loopholes that allow for “disguised reelections,” where officials resign to allow successors to hold power.
