North Dakota police standoff and video raise mental‑health concerns

On Wednesday, Grand Forks police arrested 56‑year‑old Ricardo Cepeda after a four‑hour standoff at a downtown apartment complex. SWAT officers, crisis negotiators, a K‑9 unit and an unmanned aircraft team responded, employing flash‑bangs and non‑lethal gas. Cepeda claimed he had a weapon and threatened officers before being taken into custody with a pending terrorizing charge. No injuries were reported.

In Fargo, police shared a video of a separate mental‑health emergency where a man doused himself in a flammable liquid and held a lighter until officers intervened. The posting drew criticism over privacy and possible triggering effects. Mental‑health psychologist Dr. Alexandra Kohlhase said, “You have the potential of connecting with someone and helping someone to feel less alone, but you also have the potential of really upsetting somebody who is already experiencing these thoughts.” Police said the video was intended to highlight compassion and encourage people to check in on those struggling.
