North Macedonia health fund investigation targets private hospital and officials

North Macedonian authorities are conducting a large-scale investigation into suspected financial crimes involving the Health Insurance Fund (FZO) and a private eye clinic, identified as Sante Plus. Police raids were carried out across more than ten locations in Skopje, Tetovo, and Kumanovo.

The investigation centers on allegations of double-billing, where healthcare services, specifically eye surgeries, were reportedly charged to both the Fund and the patients. Officials estimate the damage to the state budget exceeds 1.5 million euros, while the private hospital may have gained approximately 4 million euros in illegal material benefits. Between 3,000 and 4,000 patients may have been affected by this scheme.

Eight individuals have been arrested, and criminal charges have been filed against 11 people and one private healthcare institution. Suspects include former FZO Director Den Dončev and other former and current officials. The charges include abuse of official position, fraud, money laundering, and improper work in the service. One suspect, Bilal Kara, is reportedly wanted by Albania for separate tax evasion charges.
