North Macedonia public procurement law amendments pass commission
Proposed amendments to the Public Procurement Law have passed the Assembly's Finance and Budget Commission in North Macedonia. Deputy Finance Minister Nikolče Jankulovski explained that a primary goal of the changes is to adjust value thresholds that have remained unchanged since 2019.
In the classical sector, the threshold for goods and services will increase from 1,000 to 2,000 euros, while the threshold for works will rise from 5,000 to 10,000 euros. For sectoral activities, the goods and services threshold will increase from 2,000 to 4,000 euros, and the threshold for works will rise from 10,000 to 20,000 euros. Annual limits for procurements below these thresholds are set at 25,000 euros for the classical public sector and 50,000 euros for sectoral contracting authorities.
The amendments aim to reduce the administrative burden for low-value procurements without compromising transparency or accountability. Contracting authorities will be able to more easily purchase standardized goods and services from the Public Procurement Bureau's electronic catalogs. Additionally, the Public Procurement Bureau will be tasked with developing web services and AI-based digital tools for automated monitoring and risk detection.
