North Macedonia seeks EU guarantees for predictable path to membership

North Macedonia is seeking greater predictability and security in its European Union integration process, specifically regarding its bilateral dispute with Bulgaria. Foreign Minister Timcho Mucunski stated that while Skopje seeks a resolution with Sofia, the government requires guarantees that the path to EU membership will not be repeatedly blocked by new bilateral demands.

The Macedonian government is shifting its political focus from whether constitutional amendments—intended to include citizens identified as part of the Bulgarian people—will occur, to what will happen after those changes are implemented. Mucunski emphasized that North Macedonia is not prepared to accept a compromise that does not ensure a predictable process, suggesting that the EU or specific member states should be more actively involved in the dialogue to build trust.

In response, Sofia has expressed openness to constructive dialogue but maintains that North Macedonia must fulfill its existing obligations. Bulgaria views the accession as an EU-wide matter to be handled through established European institutions and procedures. Despite completing the screening process for all six clusters in December 2023, North Macedonia remains at a standstill regarding the opening of negotiation chapters.
