North Rhine-Westphalia court to hear lawsuits against rural doctor quota

The Administrative Court of Gelsenkirchen is set to begin hearings regarding the ‘Landarztquote’ (rural doctor quota) in North Rhine-Westphalia. Currently, 17 lawsuits are pending in the state, with oral arguments for four cases scheduled for October 6.

Introduced in 2019, the quota reserves medical school places for applicants who commit to working as general practitioners in underserved rural regions for ten years following their training. This system allows candidates to secure spots through selection processes that consider medical experience and other competencies rather than relying solely on high school grades.

The plaintiffs in these cases are challenging the legality of the contracts, specifically contesting the €250,000 penalty threatened in the event of a breach of contract. Reasons cited for the lawsuits include a desire to practice in different regions or a change in career preference, such as moving from general practice to pediatrics. Similar legal challenges have been reported in Hessen, Bavaria, and Saarland.
