North Rhine‑Westphalia tightens crackdown on illegal nicotine pouches

German state North Rhine‑Westphalia (NRW) is intensifying its fight against the illegal sale of tobacco‑free nicotine pouches, which are classified as food and are prohibited under EU law. The products, popular with teenagers, are often imported via the internet or sold covertly in kiosks despite the ban.

NRW’s consumer‑protection ministry issued a model general decree that lets municipalities seize the pouches without having to prove their specific danger and prevents appeal courts from suspending enforcement. Merchants caught dealing in the illegal items face fines of up to €50,000. The decree has already been adopted in Düsseldorf, Cologne and the Unna district, aiming to strengthen youth protection and curb the underground market.
