North Rhine-Westphalia prison pilot project internet access digital social spaces inmate rehabilitation

The Ministry of Justice in North Rhine-Westphalia (NRW) has launched a pilot project to provide supervised internet access to inmates through so-called ‘digital social spaces’. The initiative is being tested in three correctional facilities located in Geldern, Rheinbach, and Essen.

These specialized rooms will feature secured devices and allow prisoners to maintain contact with the outside world, access educational resources, and utilize translation tools to overcome language barriers. The digital access is intended to assist in reintegration by allowing inmates to submit digital applications and access information to prepare for their release.

To ensure security, all computer use will be monitored by correctional staff, and access will be restricted to a selection of specific websites. The Ministry suggests the project may enhance safety by reducing the need for inmate transport to government agencies for paperwork and by decreasing physical mail volume, which can be a vector for the smuggling of synthetic drugs.
