EU climate neutrality research examines municipal political challenges

A research project titled ‘Competing Urgencies: Climate Neutrality in the EU’ is examining why municipal climate protection measures often fail due to short-term political interests and election cycles. Led by cultural anthropologist Alexandra Schwell from the University of Klagenfurt, the study involves researchers from Warsaw and Ljubljana to analyze how climate policy is negotiated at the local level.

The research focuses on cities participating in the EU Mission ‘100 Climate-Neutral and Smart Cities’, which aims for climate neutrality by 2030. The study compares different approaches to urban development and emission reduction in Klagenfurt, Warsaw, and Ljubljana. In Germany, nine cities—including Aachen, Dortmund, Dresden, Frankfurt am Main, Heidelberg, Leipzig, Mannheim, Munich, and Münster—are also part of this initiative.
