NRW cities warn of financial crisis amid rising debt

Municipalities across North Rhine-Westphalia are confronting severe budget shortfalls, with many reporting cuts to services such as swimming pool hours and bus routes. The regional association of cities (Städtetag) convened in Oberhausen to draft a joint declaration demanding a larger share of state tax revenues to alleviate the mounting debt burden.

The association, representing 39 large cities and nearly nine million residents, highlighted that the state’s one‑off assumption of almost €9 billion in historic municipal debts does not address ongoing expenditure growth. Officials, including Minister‑President Hendrik Wüst, are slated to hear the cities’ pleas. At the meeting, Thomas Kufen of Essen was confirmed as the forthcoming chairman of the Städtetag.

Key demands focus on sustainable financing for essential services—housing, climate protection, mobility, health, education and culture—to prevent further erosion of municipal autonomy.
