Northern Italy Manufacturing District proposes Industrial Accelerator Act updates

The Northern Italy Manufacturing District, comprising the regions of Emilia-Romagna, Liguria, Lombardy, Piedmont, and Veneto, has released a unified document regarding the Industrial Accelerator Act (IAA). The proposal responds to the draft report prepared by European Parliament rapporteurs, aiming to shape a European instrument that strengthens industrial competitiveness, supports investment, and enhances continental production chains.

The document has been submitted to the Italian government, the State-Regions Conference, and all Members of the European Parliament elected from these five regions. A primary objective is to ensure that the manufacturing system of Northern Italy is represented in European institutional discussions.

Key proposals include increasing regional involvement in defining Industrial Manufacturing Acceleration Areas. The District advocates for an approach that encompasses entire territorial ecosystems—including SMEs, large corporations, research centers, and universities—rather than just large industrial sites. Additionally, the group calls for significant administrative simplification, including clearer procedures, certain authorization timelines, and interoperable digital tools to prevent duplication across EU member states.
