Norway proposes budget cuts across welfare, research, and maritime sectors
The Norwegian government's 2027 state budget proposal includes significant funding reductions across several key sectors. The Ministry of Climate and Environment faces a proposed cut of approximately 11.4%, while the Ministry of Trade, Industry and Fisheries faces a 10 billion NOK reduction (6.8%).
In the welfare and social sectors, the proposal includes a 4 billion NOK cut to the Ministry of Labour and Inclusion, affecting areas such as integration, diversity, and occupational safety. Additionally, one-time support for new parents could be reduced by 28%, roughly 15,000 NOK, a move critics argue will disproportionately impact low-income and immigrant families. The Norwegian Institute of Public Health also faces cuts totaling up to 200 million NOK between 2027 and 2028.
Research institutions are also facing challenges, with the Forskerforbundet (Researchers' Association) warning of a 1.1% real decrease in total research efforts. The association is calling for increased basic grants to prevent the erosion of vital expertise.
In the maritime sector, Havila Kystruten has announced it is pausing planned investments due to a government proposal to reduce the coastal route contract period from ten years to four or five years after 2030. The company warns that shorter contracts undermine the ability to invest in new ships and technological advancements, potentially impacting coastal jobs and regional readiness.
