Norway addresses declining student performance and textbook access
A recent Norwegian government report, NOU 2026: 10, addresses the decline in student performance in subjects such as reading and mathematics. While the report notes that this decline is a trend observed in other OECD countries, it emphasizes the need to strengthen students' socio-emotional competence to improve academic outcomes. The report suggests that education and personal development are interconnected and mutually dependent.
In response to educational challenges, the Norwegian government has proposed legislation to ensure primary school students have access to printed learning materials. However, the Norwegian Teachers' Union (Utdanningsforbundet) argues that the proposal is insufficient. The union is calling for a stronger textbook guarantee, stating that mere availability is not enough; books must be updated, relevant, and accessible. The union also cautions against an overcorrection that moves exclusively toward physical books, advocating instead for a balanced approach that includes both digital and physical resources.
