Norway debates national travel card to boost public transport

Debate is growing in Norway regarding the implementation of a national travel card to encourage public transport use, following successful models in several European countries. Proponents argue that low-cost, predictable monthly passes can drive a substantial shift in travel habits, reducing CO2 emissions and providing social benefits.

Germany’s ‘Deutschlandticket’ is cited as a primary example, offering unlimited regional travel for 49 euros per month. The ticket is used by approximately 15 million people and has been linked to increased transit frequency and reduced car usage. In Norway, advocates suggest that such a scheme could yield significant societal benefits, noting that Ruter estimates 4.5 NOK in societal value for every 1 NOK spent on public transport.

Critics of the idea suggest that price alone may not influence transit usage, but supporters maintain that a comprehensive, nationwide monthly pass is necessary to create the long-term habit changes required for climate goals.
