Norway: Debates over Sami rights and fishing industry management

In Norway, discussions regarding the protection of Sea Sami fishing rights and the management of the fishing industry are intensifying. Elisabeth Anethe Olsen of the Red Party has emphasized that securing Sea Sami rights is essential for protecting fjord fishing and small-scale fishers. She argues that undermining these rights facilitates centralization and benefits larger commercial actors, which threatens the culture, language, and identity of coastal communities in Nordland.

Simultaneously, the Norwegian Fishermen’s Association is highlighting the need for greater industry engagement and gender equality. While there has been an increase in female students enrolling in fisheries education, women comprised only approximately 5.5 percent of registered professional fishers at the end of 2025. The association is working under a renewed agreement with the Ministry of Trade, Industry and Fisheries to combat harassment and promote inclusion.

In a separate regulatory matter, Nordkalottfolket is advocating for clearer legal enforcement regarding illegal reindeer grazing. To resolve conflicts between reindeer husbandry, agriculture, and private landowners, the group supports a proposal to centralize responsibility under the State Administrator (Statsforvalteren) to ensure consistent law enforcement regardless of whether the grazing occurs on farmland or in residential areas.
