Norway housing: 160,000 planned homes at risk due to nature conservation

A new report by Norconsult for the Norwegian Housing Federations' Association (NBBL) reveals that between 120,000 and 160,000 planned homes in Norway are at risk of being canceled due to environmental concerns.

As municipalities gain better knowledge of natural values, many are implementing 'plan washing'—removing housing designations in areas with significant nature to meet land neutrality goals. However, these housing plans are often being removed without being replaced by new development sites elsewhere.

NBBL Managing Director Bård Folke Fredriksen warned that this conflict between nature conservation and housing needs could lead to higher prices and increased social inequality. He cited a case in Trondheim where a site prepared for housing was instead rezoned for agricultural use, highlighting the need for a national discussion on how to balance these competing interests.
