Norway kindergarten sector faces debate over private childcare regulations
During the Arendalsuka event, representatives from the Private Barnehagers Landsforbund (PBL) and NHO Geneo met with politicians and experts to debate the current state of Norway’s kindergarten sector. Industry leaders Jørn-Tommy Schjelderup (PBL) and Torbjørn Sølsnæs (NHO Geneo) expressed concerns that recent political agreements have failed to provide the stability and predictability promised to the private sector. Key issues raised include rising pension costs, changes to the subsidy system, and the loss of appeal rights to the State Administrator.
Sølsnæs warned that the current direction could lead to a crisis where a child's access to quality care is dictated by the ownership model of the facility, potentially limiting parental choice. In response to these criticisms, government representatives defended the new regulations, stating they are based on extensive public hearings and a broad parliamentary agreement. Officials argued that the new rules aim to ensure national standards for subsidies and maintain equitable funding between private and municipal kindergartens, suggesting that industry concerns may stem from a misunderstanding of the updated regulatory framework.
