Norway municipalities unprepared for aging population surge

Norway is facing a significant demographic shift as the population of citizens over the age of 80 is projected to grow from approximately 256,485 in 2024 to nearly 600,000 by 2050. This increase is attributed to medical advancements and improved lifestyle habits among the elderly.

A report from the Office of the Auditor General released in June 2026 indicates that Norwegian municipalities are currently unprepared for this ‘aging wave.’ The investigation concludes that local services have not been adequately dimensioned to handle the rising demand for health and care services.

While many seniors receive home nursing and other home-based services, the increasing need for labor-intensive services like nursing homes poses a challenge for municipalities facing labor shortages and budget constraints.
