Norway power grid disputes raise concerns over investment costs

A dispute between Statnett and regional grid companies regarding who bears the cost of transmission network changes has surfaced. In June, the Norwegian Water Resources and Energy Directorate (NVE) and the Regulatory Authority for Energy (RME) addressed disagreements concerning investments triggered by Statnett's modifications to the transmission grid.

The NVE concluded that regional companies do not have a mandatory obligation to invest when changes in the transmission grid necessitate such actions. While RME recommended that Statnett should bear all or part of these costs, a potential paradox exists: NVE stated in October that Statnett is not obligated to maintain historical connections if they are no longer deemed socially rational, provided capacity is secured at a new connection point.

This regulatory stance suggests that regional grid companies could potentially face the full burden of necessary investments. For example, Elinett has already implemented a 10 percent average increase in grid fees for its customers, effective October 1, citing increased operating costs and higher costs for overlying networks due to the reclassification of Statnett's 132 kV network.
