Norway prepares for security crises through Total Defense Year 2026
In response to an increasingly serious security situation in Europe, Norway is preparing for potential geopolitical crises and war through the Total Defense Year 2026 initiative. The program aims to strengthen the nation's ability to prevent and manage large-scale security threats.
A key focus is the resilience of municipalities, which are responsible for essential services such as electricity, mobile coverage, healthcare, and food supply. Authorities emphasize that local governments must plan for scenarios where resources are scarce and demands are high. This includes preparing hospitals to potentially free up 7,000 beds for war casualties and ensuring municipal health services can manage more severe patient needs.
Challenges identified include the limited involvement of general practitioners in emergency preparedness and a lack of robust solutions for replacing municipal chief medical officers. The strategy underscores that no single agency or municipality can manage a major crisis alone, necessitating pre-established cooperation between local governments, state authorities, the military, the private sector, and volunteer organizations.
